new routine older lifter.

Hey ya'll, I've done PL for a few years in my 20's and still like to workout heavy. I am interested in trying to train up for meet later in the year. I am seriously heavy for my height. 5'4 @ 198 @ 46 yrs old (put on a bunch of stress weight after the mess). I have been out of training commission since Katrina and the new gym doesn't allow the chains and boards. Any idea's on how I can build up some good strength. Drug free lifter except I take Universal Animal Packs preworkout for the stimulation. Need some serious advice on routine, diet yada yada yada. Thanks. Haven't maxed on anything yet so not sure where I stand in the strength region.
