HUGE difference between power & olympic bars. For openers, power bars are usually 29mm in diameter & olympic bars are 28mm; the former also usually have greater tensile strength, the latter more of a "spring-feel" to them. The higher grade of olympic bars also have needle point bearings, which you will notice when doing the olympic lifts. HUGE difference between brands of power & olympics bars also, it all depends on what you want to use them for and how much you want to spend: top of the line Eleiko & Schnell will run you $800-$1000 each; York bars (which are also excellent) will run you $400-$600; Ivanko also makes an excellent power bar that is modestly priced. I train with all these bars, and recommend all of them, but the bottom line is what your needs are and budget is. Sorry, i don't think much of CAP barbells, as i feel they are made of a lower/cheaper grade of steel than the above 4 bars. You want a good quality bar. You get what you pay for.
Check-out: yorkbarbell.com, ironmind.com, ivanko.com, eleikosport.se, and Schnell's website (as far as i know, they don't export out of Germany anymore, but you can get one of their excellent bars if you are resourceful).
As for the olympic lifts? They are great, and will greatly improve your strength and sports performance, but require more skill to master than the powerlifts. Check-out former US Olympic coach Jim Schmitz's book on them, as well as his website, sportspalace.org; also, lifttillyadie.com.
Hope all this helps.
