Rob, totally forgot - I did the check up on the vote in 1946 for USSR membership in the FIH and here is the guy whose vote let Soviets join the Federation:

According to Yakov Kutsenko, it was Nosseir's vote from the Egypt delegation that made the score 7 to 6.
