The American Cancer Society and the Red Cross have major sponsors. Therefore, maybe what the USAW needs is better sponsors inorder to open more training centers in each state.
For example, I think Red Bull would be a good sponsor.
According to the following article in the Chicago Tribune:See: http://www.chicagotribune.com/business/chi-thu-red-bullmay01,0,5083163.story
Red Bull sells over 1.5 billion each year in the USA. Their an Austrian Company. Do they sponsor European teams?
Other energy drink companies sell 2X that every year. Maybe USAW should hire a marketing person.
Anheuser-Busch claims to be a major olympic sponsor. USAW must receive some of that money.
From Feb 2006: Anheuser-Busch has been an Olympic supporter since 1984. Budweiser is the Official Beer Sponsor of this year’s Olympic Winter Games, Official International Beer Sponsor of the 2008 Olympic Games in Beijing, the Official Beer Sponsor of the China Olympic teams through 2008, and Official Beer Sponsor of the National Olympic Teams in more than 30 countries. Additionally, Anheuser-Busch is the Official Malt Beverage Sponsor of the U.S. Olympic Team through 2008.

By having more USAW training facility in each state, it could lead to stronger teenagers. That may mean stronger recruits for the Army. Just a thought, Please excuse me if it is a silly one. Maybe the Army could be a sponsor.
Here are some links for the Red Cross and Cancer Society sponsors:

(Some sponsors donate millions.)
