First of all, the job, which has been around for a long time, is a usoc funded job that had gone unfilled for some time. And, if you know how these things are done, you know that NGBs often suggest to the usoc that they need something and then the usoc writes a grant(of sorts) to fill the stated need of the NGB. In many people's opinions, when the job first appeared, it was an unecessary waste of money. In any case, the job had gone unfilled for some time after Roger DeGarmo moved up to ED.
Now this job has resurfaced with some very specific criteria(job descriptions always written by the NGB), which obviously is tailored made for one or two people. It is still a monumental waste of money at a time when our athletes are getting totally screwed by not only getting pathetic stipends but having to pay(in full or partially) for the international trips they have earned. It is a boondoggle that has been reintroduced to insure that somebody particular keeps a job and remains in the business of the usaw.

The cute trick here is that even if the future board of the usaw might want to get rid of this person or the job itself, he/it will be partially protected because of the very fact that it is not a usaw job but a usoc job. Once put in place, this person will be hard to touch, especially if he is being protected by the usoc supervisors of the usaw(who are close friends of the likely candidate(s)).

And, if you have read the ridiculous perks of this job, the person will be very well placed at international competitions and any other usaw functions he may want to attend. And, the money to get him there will probably be usaw money. It'll give him a great opportunity to network for free. And, James, believe me or not, but this person will have very little real work to do and our NGB could put the kind of money he will be paid to much, much better use.
