I don't know how the ED's compensation is structured, but some performance incentives might be worthwhile. It could help eliminate some of the biases you are talking about and put emphasis on results. For example, offer the ED bonuses for top 10 or top 15 placings at Worlds. To emphasize recruitment, offer bonuses for growth in membership. Make the bonus comprise up to 50% of the ED's pay and I bet we would see a whole new level of recruiting. The additional membership fees collected could fund the bonus. Just an idea.
