Just a FYI: The rationale for using both the reverse hyper and a regular back extension is that varying the sequence of muscle fiber recruitment accelerates strength gains.
Anyway, the reverse hyper strengthens the lower back isometrically, whereas a back extension can strengthen it dynamically (although there are many types of back extensions -- I believe the German physio book "Training Therapy" has several examples). Both exercises can also provide traction on the lower back. (And there is a case for performing deadlifts while standing on a low platform with the knees slightly bent.)
One idea is that when performing reverse hypers is that you should perform the exercise one leg at a time, so that you don't develop a muscle imbalance (from the stronger side doing most of the work).
