Press-outs were always against the rules in the clean and jerk as well as the snatch. But again, in the dying days of the Olympic press the rule was sometimes not strictly enforced.
There are two mainreasons that press-outs are lot allowed. One is aesthetics. Press-outs look awkward and do not fit in with the trend in all Olympic sports toward greater technical perfection.
The other is safety. Trying to save a lift that didn't quite nake it to lock-out can lead to injury. I'll never forget one lifter I saw who tried valiantly to press out a big jerk and ended up blowing all his elbow ligaments. He never lifted again.
