Bull shit. The level of competition would go up a lot for all around, but it wouldnt change the top levels a whole lot. The top level guys are not of average genetics. Name a few ball players that have better genetics for powerlifting than the top lifters of any era. True Garry Frank rewrote the record books, but he was a powerlifter, before he ever went into the N.F.L., with already a 2200 total, in the old gear.
