The fed I'm most familiar with is the USAPL/IPF. I've been competing for 11 years and didn't get tested for the first couple of years, as I wasn't hitting record lifts at meets. Once I began setting state and American/National records, I started getting tested.

Over the last 9 years I've competed in 31 meets and have been tested at least 15 times, 3 times in the last year. At local meets the state officials generally know most lifters and have knowledge of their past performances. If a lifter squats 500 lbs one year, then hits a 700 lb squat the next, he'll most likley get tested, which is quite logical.

Also, if a record is set, it's very likely that the lifter will get tested, which also makes sense, in a way, certifying that record. If I'm in a meet and see someone I don't know who comes out of nowhere and lifts a ton, I might whisper in an official's ear that the lifter may be a ringer and it might be a good idea to test them. Level playing field is always a good idea. If he's clean, no problem. If he lied on the entry form and said he hadn't used drugs the previous 3 years, then comes up dirty, kick his ass out and ban him from the fed for a period of time.

Sometimes, once you've been tested multiple times and come up clean, money may not be well-spent to test you if your increases from meet to meet are not that dramatic. I think that consistency is important and I see that continually at the state, National and World level. You show up out of the blue and throw up some big numbers, get ready to pee in a cup.

If drug testing had no value, why are they using it in most professional sports? To summarize, choose your fed and leave the rest alone. I couldn't care less what they lift in non-tested feds, as I consider the roster to contain a mixed bag of lifters, some pharmaceutically-assited and others not.
