martin's exactly right. cops don't catch anywhere

near all speeders either but it's well known that a cop catching a few tends to bring down the numbers

perhaps few people have been involved in a political poll (they only poll 800-1200 people) yet the Gallup Poll on the Friday before the presidential election on tues has never had numbers outside their margin of error. in fact since 1944 they've only been wrong 3 times (they had dewey over truman, ford over carter, bush over gore-via popular vote.....but even all these were within their +- 4% ME)

so even taking small samples can give you valid conclusions about the population on whole
