Anyone had dogs with ACL tear?

I have an Olde English Bulldogge, she is 2 years old, 68 pounds and fairly athletic. She has had knee problems since she was 8 months old, but it seems to go and come. We think it happened while just playing with our boxer....well recently she started limping again and can hear a click in her knee each step.
Took her to a clinic and they said complete ACL tear of right knee and estimated it to be $3700 for surgery with tibial platea leveling osteotomy method. TPLO. The older fashioned method where they use 80 pound test fishing line to make a new ACL is a little cheaper (maybe 500 bucks or so at this well known clinic. in toronto) The killer is, they said the left ACL is also torn, prob has been for a year or more.

My vet here in the country says they can do the traditional surgery for $1900 and has taken the proper courses for the surgery but isnt a board certified specialist.

What would you guys do and has anyone had their dog have this procedure?
