The bottom line is that the org didn't do what they advertised they would do. If they were only testing based on coefficient, then why did they test Tucker BEFORE he even lifted?

It's strangely similar to what they did to John Crone. He had special permission to use theraputic test from Rich Peters himself. Crone made the mistake of disagreeing with Rich so Rich tested him knowing he would probably fail a T/E ratio. Crone had put up the worst coefficient he had ever done in NASA, yet he was tested.
