I don't remember there being a rule that said emphatically that the top five in each division would be tested. If that were the case, why have cash at the meet to give out. They would have held it in escrow, as discussed, until test results were back. Testing was based on changes in coefficients. I think the questioning of testing procedures was answered. No significant change in coefficients was noted. Might not be the answer you wanted, but that is another arguement all together.
