"I was very disappointed but not surprised to read that you/USAPL test lifters that you find suspicious ? I hate to inform you but that (in my opinion) is the MOST UNFAIR way to treat a lifter. What ever happen to "random"?"
Further to what Mr. Maile has posted, national powerlifting organizations affiliated with the IPF are required to follow the WADA, IPF, and National Anti-Doping Organization Codes all of which are quite closely harmonized and which require target testing to be done per the following excerpts:
WADA Code (World Anti-Doping Organization)
Article 5 Testing -5.1.3 Conduct Target Testing
5.1.3 Comment, target testing is specified because random testing, or even weighted random testing does not ensure that all the appropriate Athletes will be tested. The Code makes it clear that Athletes have no right to expect that they will be tested only on a random basis.IPF Code
5.6 Selection of Athletes to be Tested
At World Championships, Regional Championships and other international events, the IPF Doping Commission members present shall determine the number of finishing placings tests, random tests and target tests to be performed.CCES Code (Canadian Anti-Doping Organization)
6.21 .....the CCES will select Athletes for sample collection using Target Testing, weighted and random selection methods.I don't know if that helps or not, but this is where the premise for target testing originates.
