Hi, Tim,
Our mission is to catch those who sign the affadavit attesting to their drug free status and then come to our meets. We don't care what people do who compete in non-tested federations or who don't lift. That being said, we will try to catch those whose performance or other factors suggest that they may be on. WADA allows target testing rather than random just for the reason articulated below: why bother to test someone for whome the probability of use is low. It is no different than extra security measures for 80 year old women in wheelchairs going through airport security. Could they be carrying explosives or be terrorists? Sure, but the chances are lower that those of a 25 year old male. The same goes for the lifter totalling 900 lbs in the 198 class. Could they be using? Sure, but at that total they are probably not. But the guy or woman who totals at world class levels, they are of interest to us, or who have improved 10% in a year.

We also have to consider the person's testing history, especially their recent history. If they have been OMT'd twice and IMT'd once in three months, they are a lower risk of positivity than someone not tested.

So, we do our best at it.
