Your hypothosis is that it is politics keeping the IPF from allow double ply? Is it politics that keeps MLB from allowing metal bats, softballs and the batting tee? The IPF and multi-ply are different sports. The rules and equipment are totally different. Football and Rugby are also similar but they are not the same sport.
