That's a good point and I was aware that it has been experimented with before (lifter determined pauses), but this would be a "judging" problem, not a lifting problem. And, this may actually exacerbate the problem for it would then open up another sort of can of worms. In sports where judges make such determinations, say in the judging of the way the overhead presses were performed, the execution just got sloppier and sloppier by the athletes, and more and more lenient by the judges... the lift disappeared from competition.
One interesting idea, the athletes will hate this of course, would be for the bench press to start from the lifters chest held there by supports, then pressed up only. It would solve several problems: shirts would disappear, safety of the lifter less an issue, I could go on and on.
At least a few national quality lifters in the 1960s had physical issues and had the bar lowered by spotters to their chests, then they took a clap and pressed up from there. Rickey Dale Crain may remember a name or two.
