I got another email from JPS on this question. He writes:

"First time the words "power lifts" were used in print: May 1959 Iron Man magazine in an editorial by Peary Rader. He wanted to promote the first national odd lifting championship that year and suggested the terms 'power lifts" or "strength lifts" to distinguish them from the Olympic lifts.

Peary's suggested power three was different from today's standard:
He wanted the squat, bench press, and the continental & jerk movement instead of the deadlift. His dream never came to fruition, but the words "power lifts" stuck...
