Great to hear you have plans to start a team! I'll give you a rundown of what had to be done at Nicholls State for our team to get up and running.
1. write a constitution to be placed on file with Rec Sports office (and approved by them and the Dean of Student svcs)
2. get a faculty rep (me in this case) to sponsor the club.
3. Paid 30$ "club registration" fee to USAPL. this is not connected to the school process, but you need to do it prior to competitions.
Once they looked over the constitution, approved it, we were officially recognized as a sports club by the school. Should be similar situation at other schools.
