How do I start a collegiate team?

I am a student at Delaware County Community College (near Philadelphia, PA) which presently has no powerlifting team. I want to get other students, both male and female, interested in powerlifting, and I'd like to help start both mens and womens powerlifting teams at Delaware County Community College.

I sent an email to the USAPL secretary yesterday for information regarding how to start powerlifting teams there.

I would appreciate anyone having experience or knowledge contacting me concerning how to successfully start both mens and womens collegiate powerlifting teams.
